Looks like nearly a century after the WW2, kempeitai is still strong and monitoring schools in Japan, enforcing strict rules on how students should look like.
That being said, it's pretty strange Onitake is allowed to skip classes day in, day out, without consequences, in the same school that regularly arranges hair inspections that not only pay attention to the hair colour but even the length. I guess the kempeitai-inspired school administration considers him an exclusion because of the partial skin discolouration, giving up on on him.
Although, it seems to me it's not just the partial skin discolouration. He passed out simply from moving from the roof to the assembly hall, so he should suffer from general weakness of the body. Probably the same gene error (or whatever it is) causing the visual effect also caused other changes in his body, maybe in the respiratory system, like his lungs aren't performing as they should.

Why are we still doing pro-conformity stories in 2026 (well, 2024, but the point stands)? "Ruin your hair, a gift from your mom that you love, to look more Japanese. It doesn't matter anyway, you can still be happy!"

I mean, yeah, sometimes. There's ways of framing horrible stuff like, "Yes he's the bad guy but he has a point," and then the heroic win gets tacked on anyway because that's the formula. And plenty of superhero stories are epic music playing while the heroes are objectively being murderous hardline jingoists or whatever.
This oneshot doesn't frame the change as a negative one, it's presented neutrally at worst. Koharu expresses no distress over it after the fact, and all the people around her are complimentary with no shred of guilt or regret. Yuuma offering the weakest, "Hey maybe we shouldn'ta done that..." after the destruction is already done, and the fact the aftermath was all focused on how people's perception of YUUMA changed, shows where the manga's priorities were.
"Because you said it's still beautiful." Having to cut your hair to stop standing out doesn't matter if the boy you like still likes it!

Seriously, though. Ohhh noooo. Temporary dye and a temporary haircut! She’ll never be able to have her original hair ever again! It’s totally not like dye fades over time, and it’s obvious that her hair will never grow back. That’s just how it works, I guess.

Page 39 to 41 is him literally giving a monologue in front of her and all of their classmates on why it’s his fault she dyed her hair, saying she should have never been forced to do so. You genuinely have zero media literacy. That or you’re projecting so hard that you are speed reading through this, so you can give your uniformed emotional take on what you believe is happening in the story.
