Thank you for the update, and thank you for creating this story.
I particularly enjoy both this style of world-building, as well as this type of protagonist. One particular detail about the world that you made, that I really appreciated, was the fact that although there is a massive gap between the most powerful adventures and new adventures, It does not seem to be unattainable for any new adventurer to eventually reach that level of power. It is thanks to this fact, that when a character advances in the adventurer's ranking system, it is much more satisfying to read than in other works of fiction.
Also, thank you for keeping Caldwell relatively powerless, as all his achievements will be more enjoyable to read if he has to overcome his shortcomings through his own intelligence, rather than magical power.
I have a two questions regarding some of the characters:
How did Caldwell and Bram meet?
If Caldwell's magical power can be perceived as lying at the lower extreme of the magical power bell curve, where would Bram lie? Would Bram lie at the other extreme, or does he just possess a relatively high amount of magical power?
Once again, thank you for the update, and I hope you enjoy creating this as much as I enjoy reading it.

I think I understand why Falconus is confiding in Caldwell; he sees someone who had very low fighting potential make up for it with technology. Right now, how adventurers gain experience and grow in strength, is no longer a viable methodology. To deal with the rising dangers of the dungeons, there needs to be a way for non-adventurers to be able to defend themselves, as well as a way for recruiting new blood.
As the saying goes, if you don't like the rules, change the game.

The dark aura around Falconus is pretty curious, wonder if it has anything to do with Krynn's dark aura. thanks for the chapter!

Well, that's a problem. Effectively clearing out/evacuating an entire city takes time, time they probably don't have. With the announcement, the entire city will likely have to pick up and move, erected a new of structures for the citizens to live and work in will probably take more time than it takes to evacuate the civilians.
