His scares have been there from the beginning, they are one of the main reason for the theory that he had something to do with the experiments on Anya.
I believe at some point they got explained as "war injuries" but I might be miss remembering.
Personally I don't think he can read minds, since Anya's powers seems to be an accident no one knows about.
I instead think he has enhanced his intelligence and done similar things to Demetrius and Melinda, which is why Demetrius has no thoughts and Melinda has 'fiction' split-personality, but looking at this chapter he might have a mind reading connection to them.
But maybe he does know about the possibility of mind readers and the scars was an operation to become immune.

Id like to think Donovan is extremely socially awkward and genuinely just enjoyed having the time to eat with his family like this even if he doesn't show it at all and everyone is clearly extremely uncomfortable

It makes him look like Frankenstein's monster, I'm also curious about if his older brother was always like that or if he was more normal and then changed sometimes recently otherwise why would he bother trying to interact with him and ask for help studying.

My current theory
Donovan: Mind Reader. The scars on the side of his head are leftovers from the surgery to implant the device in his head that allows him to hear people's thoughts. Probably knows Loid's true identity but doesn't care.
Demitrius: another Project Apple experiment - one that increases learning ability and obedience, probably for the purposes of war. The experiment went a bit too well though and it resulted in him having no thoughts at all.
Melinda: married into the Desmond family for political purposes but is now essentially a prisoner in her own home. She probably trained herself to block out her husband's mind-reading abilities by constantly thinking conflicting thoughts.
Damien: the only normal person in the family. Will probably need a shit ton of therapy later in life.

That...makes an awful lot of sense.
That would explain the sheer look of fear in Melinda's eyes. Maybe the older brother is like the father as well, they both share that dead inside stare. I guess Melinda is trying to save her little boy that's normal unlike the other two monsters.
That "wortwhile" experience...did he read Damian's mind and found out about Anya's admission of mind reading? Maybe he also found out about Melinda and Yor? Did he read Loid's mind when they briefly met?
