All this realm talk is pretty confusing (due to it being managed awfully in the story [examples of this in ch.280 comments])
I'm gonna try to clear things up a bit:
The 9th realm is NOT the highest realm, the ghost lady is on a far higher realm
Reaching the 7th realm isn't that difficult for talented people
Every realm is exponentially more difficult to reach than the ones before
To reach the realms above the 9th you must "return to the one way" which means your cultivation will go back to the 5/6th realm after reaching the 9th
So in order to reach a higher realm, one's cultivation has to go like this 1st -> 2nd -> ... -> 9th -> 6th -> 7th -> 8th -> 9th -> whatever is above

R Reaching the 7th realm isn't too hard, reaching whatever is past the 9th is WAY HARDER than everything before
Edit: forgot to mention that the current Emperor was able to activate 7 stones, even more than our MC, and mere generals of the empire are at the 9th realm, it's pretty fair to assume that the Emperor has reached a level far above them
