Most manhua with multiple women, and a harem tag, actually do end up harem. Its just they take so long to have that kind of progress that you'd not be mistaken to think otherwise.

They do usually end the series having multiple wives though.

I'm not even sure I would classify this as a harem. Two women do not make a harem, even by modern standards.
