I'm a little confused. Is hibari a girl, or just non gender conforming? I kinda have a hard time telling with this stuff unless its explicitly stated as something that isnt played off as a joke...

not sure how I can reply on this but I'm pretty sure shes supposed to be trans woman, lot's of times in japan trans women will just be called "cross dressers". Lot's of times in the series she says things to her dad about how she wants to be considered her daughter and other stuff like that. Hope that helps :33
