I have two suggestions:
1) To be able to choose the language before the upload. This would have 2 effects: 1) Decrease the time of choosing the language for each cover image. 2) Will automatically start the numbering with the last left off number for that language.
2) When uploading duplicate covers (usually by accident) the software would compare the two covers and choose the better one.
Example: English cover images would start at 1 unless there were already some English cover images already uploaded.
