This is a rather elaborate way to stop any kind of progress with Ichiyoshi. Separating him from the girls puts all of that on ice and he himself has been "put on a bus" while we focus on the girls hunting for their own kind. His girls are technically slave soldiers now until they either finish fighting the threat for the government or they somehow escape.
This state of affairs rules also out the possibility that he and his girls could just hide and ride out the impending super ball girl apocalypse and maybe just live a slow life of their own somewhere (the neutral, non-heroic route).
I was looking forward to Ichiyoshi finally having a talk with Suzumoto about the girls now that she knows their secrets, but she's also been put on a bus ever since the pool incident ended. Wonder what happened to her.
