Even as a dragon ball fan it's pretty erratic and jumps from one scene and characters and forms to the next rapidly with no real way to tell how powerful or important anyone is meant to be. It's the manga equivalent of smashing toys together in a toybox, basically. It's fun but you need to turn your brain off to enjoy it.
