At this point I have to say dad was right. MC you don't have to save everyone, but some people definitely need killed. The cannibal became a cannibal way too quick in this apocalypse, she was either already one or just saw the end of the world to act upon it. Kill her now, get to the tower where we'll probably find the broadcaster is an enemy too.
