I wonder how those street kiddies make enough money to survive on the streets and buy clothes and accessories? Do they do compensated dating where they sell their bodies to old men? What a tough old world it is . Ganbare, street kids!
That is actually part of the reason why Tokyo street kids/Toyoko kids are a problem.

Some are in fairly bad straits,and plenty of those will do whatever it takes to get cash.

Others,of course,are doing it for any number of reasons,but their peers don't help,since none have any voice that'll stop 'em,since society itself is what caused them to be.

This group of silly billies,though,seem to prefer emotional manipulation to get food directly,along with odd jobs.

I'm pretty sure the subtext of this manga is that they sell their young bodies and provide sexual services.

Long answer they are toyoko kids. I would just Google that because it would do a better job than I can at explaining the nuance. But short answer, yes. Though more like runaways by American standards(if you are american).
According to this Wikipedia article :

"Toyoko kids (Japanese: トー横キッズ) are a group of marginalized, homeless youth who gather in the back alleys around the Shinjuku Toho Building (新宿東宝ビル) in Kabukicho.[1] "To-yoko" (東横) is an abbreviation of "next to Shinjuku Toho Building", and originally referred to the alleys on the east side of the Toho Building, but the meaning has expanded to refer to the area around the Toho Building, including Cinema City Plaza on the west side."

"The youths are a mix of permanent runaways and those seeking community after experiencing bullying. They have formed a unique youth subculture based around shared neglect, internet-driven popularity and a distinct fashion sense.[2] Some Toyoko kids work in the nightlife and sex industries to make a living.[3]"

Are they trying to bring Hattori back to her kind, or saying that they can just as well hang out with real pigeons as they can hang with Hattori?
