While slings are indeed one of humanity's oldest weapons, and found in many cultures around the world, they're not universal. Some cultures developed spear-throwers or other weapons, and had little to no use of slings. Certainly, slings being used as primary weapons of war are uncommon, though it would seem that those that did focus on slinging were often respected by their neighbours for their prowess. Admittedly it's difficult to know too much about sling use in ancient history since they are made out of biodegradable materials.
