What manga is that from?It's all before recorded history and there's barely any archaeological evidence. Also civilizations don't develop like a tech tree in an rts but sporadically and branching across different communities. The current consensus is that wheels first appeared in the transition from Neolithic to Bronze Age. They're also a nomadic horse riding culture like those found in the Eurasian Steppe so many technologies we associate with agrarian, settled people may appear much later.
