I can only accept this quick forgiveness if the ex-bully places herself into a gratefully subservient role under Tadokoro to atone for all the abuse she did.
Turn over a new leaf, cut ties with all other bully 'friends' and generally act to repair the social damage she has since caused.

So, let me offer a potential explanation (even though I don't think that my explanation is correct):

The reason for the implausibility in the psychology of the bully is that Tadokoro got hit by the truck, and much of what we've been reading is something like a dream sequence.​

well the good thing is this got over with real quick and didnt drag on with that bully but kinda sucks she forgave her so quick even though i figured she would but its w/e everything is working out for the better

Did Tadakoro really forgive Kirigaya? She says "Thank you for your apology", which to me falls short of actually forgiving, let alone anything resembling friendship. It is more along the lines of "At least you realized you did something horrible. Live and let live, but don't ever do it again" (modulo nuances lost in translation, cultural filters, etc.). Tadakoro-san isn't the vengeful kind. What Nikaidou-san is capable of when something threatens her beloved Tadakoro on the other hand... well, we have seen some examples.

(Then again I hope the main bad guy in Tadakoro's manga turns out to look just like Kirigaya. It doesn't take much to turn those hair clips into the horns of an oni).

I mean it's in character for her, but she also just said "Thank you for the apology." She acknowledged her apology, but didn't accept it (if she did, she would've said "I forgive you."). So not too bad
