So in other words, aside from Allen (the 'protagonist'), battle junkies are Weiss' biggest threats/annoyances. Legit.

Allen is also a battle junkie sadly, albeit one on the lower end of the spectrum compared to Milk and Eva. it's why he wasn't holding a grudge or feeling fearful of Weiss with the trashing Weiss gave him in the entrance exam, instead seeing it as motivation for growing stronger.

Also Eva didn't just stay for Weiss because after seeing Weiss and Allen working together she ships them hard

Now that you say it... Milk is here to serve as a "limiter" to his Cheat-ness.
Since she beat him to a pulp from time to time, he is constantly humbled down and can't get too full of himself.
And as readers, we also get a point of reference in the powerscale. As long Milk can turn him into a Mummy, he isn't totally cheated.
