I think it's to depict the stereotype that japanese characters (or people) are bad with romance...it happens in most romance stories.
Also, I think it's to show that when they do the dirty, they enter their own personal little world and their personalities switch compared to their "normal" ones

As someone who... "skipped a few steps" with my first gf, I can kinda get the "normal touching is embarrassing" thing.

Like, when you're in the mood, you're embarrassed, but you're also kinda horny drunk? If that makes sense. So doing embarrassing things during that comes way more naturally.
