Well, it's manga logic. Some WTF is expected.

Global warming is about the atmosphere, instead of radiating most the heat from sunlight to the space and cooling down, keeping it more and more within and heating up, due to the greenhouse effect caused by CO2 and other pollutants.
The root problem is in the air. Cooling deep water won't help.
Not to mention, water at seabed is already quite cold, at about 1 to -1C. And to cool down something, the heat needs to be transfer to somewhere else; if it's still in Earth then it's still the same.

Well, probably MC-kun gets some massive air purifier soon, and maybe his *** will become elixir to treat all kinds of disease?

Transforming the sea water into salted shaved ice means the volume of the sea water raise by between 4% to 9% (which is the raise in volume when water becomes ice). This, as some said, might explain why Japan mainland came underwater. The reduction in global warming could be an after-effect considering the reduction of roads and lands means a reduction of uses of vehicles, factories and bovine farm (which are the most devastating ecological industry in the world as over 54% of the deforestation and over 40% of the methane (which takes 40 times more time to convert back to oxygen than CO2) produced by mankind is due to this activity alone.)

Ultimately, ice-shaving the sea water might actually help cooling down the planet, but not as a direct effect.

actually freezing the sea would cause the world to well freeze, if the polar ice ever melts it enough it will shut down many heat pumping currents by making the sea water less salty,
