No, he'll swoop in after 99% are "pretend dead" (also known as "cartoon dead;" they are all dead in the 5 chapters of "me bad guy" shit-talking, but will somehow have narrowly escaped true death).

Which just means that there is no point to the five chapters of shit-talk other than giving the netherworld inhabitants a reason to up-stakes and move to the larger realm (or maybe Glory City; they'll probably just go to the dragon-whatever realm, though).
