It's not even about that.
In manga when someone is legal adult and someone isn't, it means there will be no action throughout the series up to ending and maybe timeskip.
By action i don't mean sex, i mean romance in general. There is a lot edging but never openly. Some rebel mangakas do it (did it) but now? With all censorship and etc....Not likely.
