• Failed to contain the monster at their research facility
• Successfully hiding that fact until the monster reappeared a year later
• When there are victims known to the public, quickly make the move to provide support leveraging bilateral relationship to lessen the risk of angering International society due to basically making the US military force move publicly in a sovereign nation. (also saving Japanese military/police face because they were already given the chance to protect themselves)
• Win PR because they've the justification
