Yeah that's a staple, Wind and water magic being not as evidently useful for warfare. You could have infinite drinkable water, use water to prevent someone from breathing, or cause a landslide in armed conflict etc...

It would have been better to make the magic use actual physics or theory, meaning that Liese has the magical power but only a limited understanding of application and the MC just push her a bit.

Instead of water cutter, she actually can use the water magic to cover enemy head and drown them, or make them WET, or make the ground into field of mud that will hinder the enemy movement.
Plenty of way to make use of water magic, more than fire.

Those are very situational and might not be worth training a high ranking officer nor staking your whole strategy on a single person. In other cases you would have to cast those in the timespan it takes you to be instagibbed by a fire spell, and you still have to sustain for longer to strangle someone.
