I think it’s from earlier version of the scanlation. There was a group that give notes page filled with references made in the story such as the title phrase, quotes, jokes.
The version seems to be gone. And then the next group cuts corner on the references, and it too is gone in the great purge.

One of the best time stop stories I had read was when a woman stopped time to get it on with a bunch of guys from her university. Eventually she finds a guy who is unaffected by the time stop and after a few scenes, it ends with them having a family in the time stopped world.
