I was going to put a comment on the chapter but I preferred not to say anything, so thanks for taking the bullet.
I DON'T KNOW! It is implied that she was a boy who, upon discovering what a woman it's, she wanted to be one, but now she has breasts (small, but she has some) I don't think it's hormonal treatment. Where would they get the samples from? I like to think the author forgot that detail when drawing the scene.
