This makes no sense in any regard. If you don't wanna seem like the aggressor just use the fact they sent a spy as your evidence they up to no good.

The appropriate response to a spy being sent is sending one of your own back, not going all out on the attack. Unless you're talking criminal organizations, in which case manners and public opinion matter far less. Taiki and the girls want to keep the general public thinking in their favor though, that way they aren't thinking about the fact that some random dude is flying around willy nilly with the power to take on or even down a country's army with minimal damage back. And that's also an easier illusion to keep up if you're on the defensive since you don't need as much strength as the attackers will anyways.
