Can't they do a temporary fix at least? Drill a few holes in the head and torso so the holes match in both, put a few short rebar that fit those holes in and attach the head, fill any crevices left with a kit of some sort, paint it over. They could always do a more authentic repair later, it's not like anyone's gonna notice unless they look real close...

TBH, Kiki-san is pretty lazy regarding her monk duties. Perhaps because she's just an acting priest here.
