I was thinking the same for a few chapters now, from what I remember the HQ said "Sike!" after she got her first boost from the onsen. Did she get another permanent boost after eating those clumps of magic power? Did I miss some backstory?

The shota drug happened - even though Komugi is technically the one who invented it, Niya's been the one at the forefront of figuring out how to reproduce it (since Komugi made it by accident and didn't write down the exact recipe). The narration even outright states in chapter 48 that "Niya would complete and perfect the generic version of the become-a-shota drug". And since the shota drug was a big hit at the witch's association, they've probably been more than willing to bankroll Niya's research - they even establish in the previous chapter that most of the researchers there (at least in that particular lab) are part of the "Shota drug research committee", of which it seems like Niya is the leader.
