He's trying not to interfere with the experiments. They need to settle the mechanics of this stuff before they can fully do their own thing, and I'm sure he's perfectly satisfied being the one spoiled for now.

Dude barely was a character to begin with.

It's quite obvious that the author can only really do cute girls doing cute things kinda series and they kinda suck at writing male characters. Komugi is a walking plot device, his sole personality is "nice doormat". The entire series is around the genius witch and her friends, Komugi is just there so the genius witch has something to react to and have emotions for.
