that's kinda how he's always drawn. For whatever reason, he has the squiggly crazy eyes despite being the most chill friendly dude.

Nayu and other characters also often gets the squiggly-eye treatment when viewed from a distance, though Nayu's eyes clear up when viewed up close. I think it's just the artist's style.
