Innocent yes, unrelated no. She was mad at the girls because they were his reason for retiring. As for the property damage, I would assume she had to pay for damages, but with her rank she probably had the funds no problem. But that is also not really related to fitting in with main cast.
Overall she is just not a good example of what you were bringing up.
