It's a fake, there was a long long term plan to make one but well, can't exactly make one in the middle of a war especially a localized one like this, the atomic bomb was already being worked on even before ww2 started and just got supercharged when the war started because the us was the richest nation in the world.
Basically this is one long strategy to lure them into a trap, but well you know, the fake is just that, a model made to look like one.

In that case, the dad (or uncle) was asking the king/duke to hire the strategist as the Prime Minister. No, different guy. The strategist that I mentioned simply left the kingdom, saying roughly the same thing as in this chapter, "if the king doesn't listen to your recommendation, then why would he kill me?"
