I've a theory about that...
Just like you have to be very careful with accurate and reasonable depictions/descriptions of stuff that goes Boom!, Stab!, Slice! and other such stuff, shounen authors are not allowed to use credible tactics in their stories.

Kids will go through puberty and Try Stuff, and then will turn into opinioneted idealistic young adults and do Activist Stuff.
Can't have them get Educated and become a danger to the Established Order. You can deal with a couple of radical smartasses, but when the general populace has the feeling they're getting buggered and has a pretty good idea how to tackle this in a ...confrontational.. manner. Weeeelllll....

It's, of course, completely silly of me to think that way. Positively atavistic, but still.... It would explain a lot of the Tropes employed by authors.
