The losses were implied to be significant by their reactions. If they wouldn't be noticeable, no one would react to her giving the order in the first place.

Not to mention, the merchants (the honest ones) actually wouldn't protest but SUPPORT this.

Because everyone appreciates random police controls in our day and age. And no one's ever annoyed at road repair works delaying their job commute.

I don't buy your argument for a second. If you cause a loss to people for something they don't think is worth it, or if they don't think of the worth at the moment, or if they have any other problem with it, rational or not, the people are not going to like it.
