Medieval bows can shoot arrows of 20 to 30 grams of weight from 100 meters to 150 meters high. But just because an arrow can fly that high doesn't mean it has much killing or penetrating power remaining. But arrows raining down from the dirigible onto enemy troops would continue to be effective. The real question and problem is the vertical range for mages shooting their attack spells at the dirigible.
