My two cents say that the creep has some possible objectives.
1.) He will let them be injured to an extent so he can be a "hero" that they will be put into his debt.
2.) He doesn't want to get overshadowed so he lured rookies with potential to kill them off.
3.) He aims for the loot that he is staying behind waiting for them to get killed off and whether they succeed or fail, he will still get loot hence him "sparing" the other carrier girl.

I'm afraid his goals are much more mundane and selfish. Probably he want to kill Sei and "save" the girls, so the cute party members would join his team.
