It's because, as established in the first chapter, one's mana in this setting is almost purely based on their genetics. Hence magic maniac Loid being utterly terrible at it in his former life. There probably is some amount of usage boosting too, but if that's, for example, capable of doubling the base amount, a base of 1 still only goes up to 2, whereas the clone should be starting with at least similar power to Loid though knowing the series so far it seems unlikely he got more than a quarter or so.

i think it more of.......the previous vessel in his life is so bad that not a shread of mana can be opened or handled ...but his souls...is so insanely pure that it "closer to god" nearly every being that is "pure in motives and thoughts" have way higher mana than all these other " impure beings" ...genetic seems like it only limits as to how much one can draw mana from it souls ...given how some other prince and princcess have low amount of mana as well say for instance dian and the first prince as well as that animal girl and the music girl...all of them have their father"s gene yet they suck at magic

and what more is that lloyd"s magic is just way way WAY too much to make sense if genetic is the only factor in how much mana one holds

and it make even less sense when you think about how lloyd"s soul didnt end up in the hell or heavens and just straight up reincarnate
