Hestia definitely is one. She even gets called one in story. But yeah I guess we have a difference of what the Author wanted and what people see here. Of note the Tags on Pixiv get set by the poster and not the community so if they didn't want the Tags they won't appear. Like Shiori from my first example often only has her Name and the Show as tag, even on the NSFW Images, not even the "Large breast" one for some reason (and I doubt anybody would argue she has a nice set!).
Side note, I reread the Story because I admit I forgot most of it and it seems funny enough our cute Cat Girl maid (and the Demon kings daughter) is at least considered a Loli instory. During the Demon King Meeting our MC got a rep as a "lolicon" due to her. Frankly it doesn't help that the artist is really bad at keeping height consistent. In some scenes Arnold is just roughly a head bigger than the Elf with Alice around 2-3 heads smaller and in others the Elf suddenly shrinks to nearly Alice size and our Catgirl barely goes over his waist.
Thing is that some tags are redundant, if the character has large breasts by default there's no reason to add it, it's easier to add when they're draw different, like loli if they're drawn younger
It seems that large breast tag and its variants are more consistently used either when character is drawn bigger or when it's original character, when it's fanart it's not as consistent, you're more likely to find a breast tag related to a specific fetish instead, loli meanwhile seems to be more consistently used cause it's like 99% of the time a main fetish while large breasts would be just a description of the character rather than the fetish in that particular pic
Tatsumaki is a good example of what I mean, a lot of her art doesn't have loli tag but she's clearly drawn a lot more shapely than she really is so the tag doesn't fit, she's one of those rare characters that are basically a loli and even mistaken for younger in-univese but artists drawn her looking older and bigger lol
I think that's main issue and even ignoring height inconsistency he's still freakishly tall so any short girl looks smaller close to him, I felt that the slime girl is closer to being a loli than the cat maid, and due to artist sucking at height new girl is basically toddler sized :v
)and the creator even admitted he wanted to draw a "Legal Oppai Loli" with her being the result. Actually thinking about it she probably is the better example but I think Shiori is cuter so she came to mind first. I think she even fits better in context to what you said as she has a notable more round face than for example her Mom which makes her look much younger.
