On page 12, that "Jaga" is probably supposed to be a "However,"
It's fairly common for anime/manga elderly (and those inspired by them) to use "ja" whenever there's supposed to be a "da", and she's a veritable loli-baba, so that 「じゃが」 is most likely 「だが」 following that pattern.
