@dethduck hes masayuki, an otherworlder who is called the shining hero, or flash hero in this translation. im pretty sure he was mentioned during one the chapters where rimuru was in ingracia. he shows up in light novel volume 9.

In the latest LN (16) Velgrynd mentions to Rimuru that she found the last vestiges of Rudra's soul(Masayuki) in the same world he came from.

I love reading the side stories because they show us bits of the latter story arcs. I'm sure the manga will take years before we get to the Eastern Nation war arc.
