That's the speech mannerism she uses in the original raw versions of the Tensei Slime stories, so yes, she does always talk like that.
Usually translators will just translate what she's saying into bare clean English the same as everyone else, but some put it at the end of her sentences as like a verbal tick or something to add charm or whatever. Krum from Isekai Maou speaks the exact same way.
Personally I like it better when it's just left out, I always find it jarring and weird when translators go out of their way to include unique Japanese speech mannerisms (not including honorifics like -san, -chan, -kun, etc) in translated English releases. Of course it's far worse when they go too far and change their speech into something unholy, like the infamous cowboy accent for anyone with a kansai dialect.
