Reread the older chapters. He DID use spirits to spy. It's the ark where he first stopped a war. A little after he blocked the mountain pass.

I really liked that too. I hate most of the time we just get the dismissive opinion of "war bad" without any further nuance which is in practice just telling the people that would engage in the war that "whatever you're upset about doesn't matter because I don't care about it, so sit down, shut up, and just deal with it." Yes, war, and violence in general, has a lot of negatives and there are those who will use it recklessly but to immediately dismiss everything that leads up to it without even a bit of consideration in all cases is gross.
