I get your sentiment for the 2x2 4-Koma, especially since I always want to read them right to left (1-3-2-4).
But there are different formats, like in this chapter or in the Tomo-chan manga, that are vertically stacked and perfectly fine.

If it is one singular column it works, it does not force you to scroll up and down repeatedly.

But those types of 4-koma are rare these days.
