Also, you're incorrect about Louisiana. Louisiana has no state overtime laws, so it defaults back to the Federal law. And the example you've given is not Federal law.
If your father was salaried, then he might not have gotten overtime because salaried positions are considered exempt if they make more than the Federal salary threshold. 12 hour shifts x 5 days a week = 60 hours, which means 20 hours would be eligible for overtime. As for getting overtime after 2 days, that's just either the employer being nice or it's the contract they negotiated, because they're not legally required to do so.
