because waiting for someone to be legal before you date them is borderline grooming? An adult who waits for a child to be old enough to date them whilst affirming or not denying the child's sexual desires is grooming, this relationship is inappropriate at best.
Also there's taboo because she has power over the student prez.

i'm aware, i was mostly commenting on how it's oddly common for people to call last year high schoolers (when late in the year) minors, the second part was about there possibly being a misconception on why the nurse was waiting (because it could be interpreted as being because she was a minor)
