The buttons displayed upon saving a title draft should be reordered and have normalized case

The buttons displayed upon saving a title draft should be reordered in order of importance to the average user.
Additionally, all buttons should use the same case convention, whether it be sentence case, or title case.

Current button order:

[Preview draft]
[View my Drafts]
[Submit draft for review]
[Back to Editing]


Proposed button order:

[Preview draft]
[Back to Editing]
[Submit draft for review]
[View my Drafts]

[Back to Editing] should be placed 2nd, since a user is more likely to incrementally save a draft as they work on it.
[Submit draft for review] is a very relevant option upon saving a draft, but since it is an irrevocable action, it should be placed be placed away from the primary button.
[View my Drafts] is likely the least relevant option upon saving a draft, and hence should be placed last.
