They were always out there, everyone was told to avoid the mountains for a reason. I think even a priest on the topside mountain shrine looked like the cave people.

I thought that was just the usual village/town warning no one knows why it started but they keep on doing anyway type thing. Didnt expect the gollum people were this open to just kill people on top and move freely, night time at least. They gonna learn to drive the truck soon

There is a theory that the gollums are the missing townspeople themselves, and they became like that because they were diddled a bit too much by the cosmic horror mountain god. They could also be the region's true natives who've been under the being's influence for many generations, and never strayed too far from the mountain which allowed the town to still thrive. The town must also be the being's worshippers or exploited its powers/the gollums in some way, hence the insistence on keeping the whole thing a secret.
