Would it really be so bad for the hero's well-crafted plans not to be undone by the villain's surprise powers at least once in a while? It's an issue across all of action and thriller manga. There always has to be some other twist that puts the bad guy back on top.
There's nothing inherently wrong with such twists. But when they almost always happen... they aren't really twists anymore, are they? They're just standard, predictable plot points that the author is simply checking off their list.
