I guess for the same reason she has all the clothing items usually worn by humans. However, the real question is why does she have boobs. That's something birds have no use for. Birds do have a big chest, but it's all muscle to power the wings and lungs. Off the top of my head, I think those chest muscles make a third, if not more, of a flying bird's weight. Maybe her breasts are actually really hard, all muscle, not fat.
