Probably some Japanese fortune telling/divination. It seems like these paths are written randomly on a piece of paper and then the person is choosing their number (without knowing the paths) and just follow the paths. I tried searching for it – but all that comes up for paper is Onmyōji and other methods that don't involve paper.

According to Sakurai Norio, It is supposed to be omikuji:

Omikuji (御御籤/御神籤/おみくじ) are random fortunes written on strips of paper at Shinto shrines and Buddhist temples in Japan. Literally "sacred lot", these are usually received by making a small offering and randomly choosing one from a box, hoping for the resulting fortune to be good.
