To be fair, I'm pretty sure the author draws here like she's someone in early adulthood and just calls her 14. Hence all the gratuitous fan service.
I never put much stock into the cartoon age thing because you can probably label a character as whatever age you want, especially in manga/anime.
I will note a huge part of why she looks older is just how much larger she is than her classmates, and my oldest sister was the same way growing up, as well as myself. We were both unusually tall in school, and I feel like we looked older than we actually were because of it.
I feel like the ones that make the biggest stink about how she's drawn have just never known a tall, early-bloomer girl growing up.
But you do still have a point about characters just being drawn however the creator wants to draw them, my point is there are people who grow up like Anna in the real-world, so it isn't necessarily complete fiction, it's just on the 'unlikely' side. Way I see it, though, it's just a matter of genetics, and Anna's parentage makes it hard for her not to grow fast and big. Yeah, her mom seems normal enough, but I already know about her dad, and... yeah...
