I mean, the story works but, kinda hard to believe that Charlie got locked for ten years without anything else happening.

Also, no teacher around the kids and the use of firearms immediately after the incident in the flashback.

Also also, it shouldn't be that hard to get Charlie recognized as an animal legally, in all of those ten years. Her mother might have wanted to wait and try for a new term just for him.
